Where does one apply to build?

I've got some experience building for a mud (ROM base) that didn't have the playerbase to stay afloat (not sure if that helps or hurts my case) I'm a decent writer, and I've had some compliments on some of my work (mostly on a gnome village that peaceful on top and had a dark secret (blood drinking cult) beneath it)
